THE MAIN TOOL TO ATTRACT INVESTMENT AND DEVELOPMENT OF EXPORT IN KAZAKHSTAN – SPECIAL ECONOMIC ZONES

Special economic zones of Kazakhstan are one of the main instruments for attracting investments and developing exports: their advantage is a special customs and tax regime.

Currently, there are 12 free economic zones in Kazakhstan in 11 regions of the country. Three SEZs were created in 2017-2018: Astana-Technopolis, ICBC Khorgos and Turkestan.

The functioning of the SEZ had a positive effect on the development of the national economy: 15.5 thousand new jobs were created, 150 billion tenge of tax revenues were attracted.

The construction of infrastructure for all of the SEZs cost the country 314.3 billion tenge. As of the end of May 2019, 183 projects have been launched in the territories of the SEZ, 46 of them with foreign participation.

The volume of attracted investments reached 910 billion tenge.

Investment preferences attract the attention of foreign investors – their share in projects is 27%.

By 2021, 147 projects for a total amount of more than 2 trillion tenge are planned to be implemented in the territories of the SEZ. Of these, in 2019, 36 projects worth more than 160 billion tenge are being prepared for launch.

Recall that following the results of 2018, the Pavlodar SEZ was recognized as the most effective special economic zone of the Republic of Kazakhstan, attracting 14 tenge of private investment for 1 tenge from the state budget.
